Treasury Department Pension Expert Moves to Buck Consultants as Chief Actuary

Tonya B. Manning, FSA, MAAA, EA, FCA, has been appointed Chief Actuary for Buck Consultants at Xerox.

Manning's most recent position as policy actuary for the U.S. Department of Treasury will provide Buck's clients with valuable insights into the federal government which has impact on their pension decisions. "Tonya's a prominent figure with impeccable credentials," said Fraser Smart, president of Buck Consultants at Xerox. "She'll not only provide strong technical guidance to our actuarial staff, she'll also bring fresh insights on managing financial risk that will benefit our clients."

"Tonya's understanding of current market trends and issues such as retirement readiness and public sector funding will help Buck continue to develop innovative, yet responsible, ways to achieve the best retirement outcomes for employees at every level of our clients' organizations."

Manning holds a number of volunteer positions with the Society Of Actuaries and is a member of the Pension Practice Council and the Volunteer Resource Committee for the Academy, chair of the Academy's Pension Communications Task Force, and co-chair of its Joint Lifetime Income Risk Task Force. She developed a pension actuarial course and lectures at Columbia University, contributing to the future of the actuarial field. She also is a member of the planning committee for the enrolled actuaries meeting, jointly sponsored by the CCA and the Academy.

Manning spent more than 20 years with Aon Hewitt, playing a number of key roles over that time, serving as their Chief Actuary, consulting to clients, and helping to establish offshore valuation capabilities. She is a Fellow of the Society of Actuaries, an Enrolled Actuary under ERISA, and a Member of the American Academy of Actuaries. She graduated from the University of North Carolina at Chapel Hill with a Bachelor of Science degree in Mathematics.
